S b N J 0 A Q U I N Environmental Health Department <br /> COUNTY— <br /> Large <br /> OUNTYLarge Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PNP STOCKTON#80 3927 E CLARK DR, STOCKTON June 26, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> Inspectors did not walk entire vehicle storage yard but in several areas: <br /> -Blue Saturn had saturated gravel underneath front of vehicle <br /> -Three Hondas were observed actively leaking engine fluids <br /> -An Acura was observed with coolant in the bumper <br /> -Multiple areas with stained dirt in the production area <br /> -Free-standing oil on tire and ground in thrift store area from customer per Frank Wilkerson <br /> -Four drains around the perimeter of the drain shop were observed with oil/dirt around the drains <br /> -Three empty containers were observed on the ground between the cardboard containers of empty containers and <br /> drums of brake fluid, gasoline and windshield washer fluid in the drain shop. <br /> -Two empty containers were observed on the ground between two green 40 yard trash dumpsters in the production <br /> area. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion,or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately begin <br /> maintaining facility to minimize a release and managing hazardous wastes according to Title 22 hazardous waste <br /> regulations. Submit a statement and supporting documentation explaining how this waste was managed. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> -The eyewash at the entrance was observed with only 2-3 inches of fluid in the eyewash. <br /> -The eyewash in the drain shop was observed with 5-6 inches of fluid and Luis Vega stated that it was low because <br /> someone had just used it. <br /> -The secondary containment for two used oil tanks and two used antifreeze on the north side of the drain shop <br /> contained a puddle of used oil. <br /> All facility communications or alarm systems,fire protection equipment, spill control equipment, and <br /> decontamination equipment,where required, shall be tested and maintained as necessary to assure its proper <br /> operation in time of emergency.
