S b N J 0 A Q U I N Environmental Health Department <br /> COUNTY— <br /> Large <br /> OUNTYLarge Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PNP STOCKTON#80 3927 E CLARK DR, STOCKTON June 26, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> -One cardboard container of empty containers at the entrance was observed open without a proper lid. <br /> --Two black metal 55 gallon drums of waste aerosols in the drain shop were observed open. <br /> -One black metal 55 gallon drum of oil filters in the drain shop was observed open. <br /> -One black metal 55 gallon drum of crushed oil filters in the drain shop was observed open. <br /> -One black metal 55 gallon drum of household cleaners in the drain shop was observed open. <br /> -One black metal 55 gallon drum of household garden pesticides in the drain shop was observed open. <br /> -Four cardboard containers of empty containers in the drain shop were observed open without proper lids. <br /> -One cardboard container of enamel paint in the drain shop was observed with a hole cut in it and without a proper <br /> lid. <br /> -Eleven cardboard containers of empty containers outside of the tool shop were observed open without proper lids. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a repeat violation, Class II. <br /> 404 CCR 66265.174 Failed to inspect hazardous waste storage areas at least weekly. <br /> Weekly inspections of the construction materials,fixtures, and surrounding areas of the hazardous waste tanks <br /> were not performed. As part of the SWPP weekly inspection checklist Mary Robison was marking she had checked <br /> that all hazardous materials and wastes are only handled/managed by properly trained personnel and waste <br /> containers are in good condition and container label is legible and lids are closed on June 23&June 30, 2018. <br /> According to Frank Wilkerson, Mary Robison left employment on June 19, 2018. Immediately begin to conduct <br /> weekly inspections of the construction materials,fixtures, and surrounding areas of the hazardous waste tanks. <br /> This is a Class II violation. <br /> 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> -Four used oil tanks and four used antifreeze tanks in the drain shop were observed with hazardous waste labels on <br /> clipboards next to the tanks. Labels need to be affixed to the tanks <br /> All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the accumulation start date. <br /> Immediately ensure that all hazardous waste tanks are marked with the required information on the tanks. <br /> This is a repeat violation, Class II. <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the used oil tank at the entrance. The owner or operator of a <br /> hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, <br /> professional engineer, registered in California attesting that the system has sufficient structural integrity, is <br /> acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system <br /> are suitably designed. Immediately have an assessment prepared for the used tank at the entrance.
