0 0 <br /> Clarification on the current arrangements made with the local Police and Fire departments was <br /> provided in the updated Contingency Plan. The local Police and Fire Departments are familiar <br /> with the facility and work directly with Site Management for access after-hours. The City of <br /> Stockton Fire Department was contacted on June 28, 2018 to clarify where a copy of our current <br /> Contingency Plan should be submitted. The Office Administrator was not sure but stated that we <br /> can send it to the Fire Marshall for his discretion to administer the plan accordingly. A copy of <br /> the updated Contingency Plan was mailed on July 2, 2018 and sent to: <br /> City of Stockton Fire Admin <br /> 425 North El Dorado Street <br /> Stockton, CA 95202 <br /> Designated Facility Manifest Copy-#114 and #115 <br /> During the inspection, one manifest(0 1779193 1 JJK)dated October 20,2017,was observed as not <br /> having a signed copy from the destination facility. Unfortunately, the Generator's Initial copy of <br /> the manifest was inadvertently attached to another manifest, and facility personnel were unaware <br /> that a copy from the destination facility had not been received. A copy of the manifest was <br /> obtained from the destination facility on June 28, 2018. An Exception Report did not need to be <br /> submitted to the DTSC. A copy of the manifest is provided in Attachment 6. <br /> Training Records-#118 <br /> Introductory environmental training, which includes a review of hazardous waste management <br /> procedures and requirements, is required for all new employees and is provided during their <br /> Environmental Health & Safety (EH&S) orientation. On-the-job training is then provided <br /> pertaining to their assigned tasks. In addition, refresher training is required at least once per year. <br /> Elements of the hazardous waste training program are also separated out by topic (i.e. labeling, <br /> universal waste management, spill response, etc.) and provided throughout the year with a <br /> combination of verbal on-the-job training and computer based training(CBT)modules. These are <br /> documented by signed training logs and/or tracked by computer logins. Corresponding job title <br /> descriptions are provided on the company SharePoint database and are also printed out and filed <br /> onsite with the training log binder to be more readily available for review. This arrangement was <br /> shown to the inspectors during the inspection. As requested, a copy of training records for the past <br /> 3 years and copies of the hazardous waste training program provided to employees are provided <br /> in Attachment 7. <br /> Hazardous Waste Disposal-#202 <br /> During the inspection, a small 8-ounce container of baby sunscreen, 1-gallon container of coolant, <br /> and an aerosol can of marking paint was observed in a trash can located at the tool shop area. <br /> These items were promptly removed from the waste receptacle and placed in their proper waste <br /> storage areas according to waste type for proper offsite disposal. <br /> Page 3 of 6 <br /> StocktonInsp Response 20180726 <br />
