Tracy <br />November 28, 2017 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />605 <br />CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />On 11/28/2017 during the inspection in Building 801 A, room 115, the inspector observed an unlabeled open white <br />container with a couple rags contained inside. On 11/29/2017 during the inspection, Karen Folks (facility manager), <br />stated that the rags in the container were used to wipe up photography solution. <br />All hazardous waste containers shall be marked with the following information: <br />- the words "Hazardous Waste" <br />- name and address of generator <br />- hazardous properties <br />- physical state <br />- composition (contents) <br />- accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />This was corrected on site during 11/29/2017 of the inspection. The facility personnel placed these rags in a closed <br />container with the hazardous label and the required information labeled. On 11/29/2017, inspectors on site observed <br />the closed white container with the proper hazardous waste label marked and was corrected on site. <br />This is a repeat violation, Class Il. <br />Overall Inspection Comments: <br />Facility will provide the Environmental Health Department with copies of photography taken during time of <br />inspection and copies of bills of lading for treated wood waste. <br />Documents reviewed: Contingency Plan, Lab Analysis and waste determination for: photo processing water, <br />granulated activated carbon and ion exchange resin, processing water from high explosive areas, oily water <br />generated from condensate from equipment, soil sediment in tanks from high explosive processes, 2016-2017 <br />Manifests/Bills of Lading, Employee training, Source Reduction Plan, Biennial Report <br />Documents received by operator: Inspection Report <br />Waste Streams: Photo chemicals, waste water, diesel fuel, used oil, asbestos, paint, oily empty drums, waste <br />chemicals, oily solids, waste gasoline, metal powders and metal fines, oily rags, burn pit ash, fuel filters, used oil <br />filters, filtering explosive hazardous waste, aerosol cans, waste propane compressed gases, antifreeze, waste <br />sludge from processes, PCB ballasts. <br />Universal Waste/others: Fluorescent bulbs and metal halide sodium mercury vapor lights, electronic waste, <br />CRT, lead acid batteries, medical waste (non regulated and regulated), treated wood waste. <br />FA0003934 PRO514115 SC001 11/28/2017 <br />EHD 22-03 Rev. 09/22/16 Page 5 of 6 RCRA Large Quantity Hazardous Waste Generator OIR <br />1868 E.
