NOTICE OF PUBLIC COMMENT PERIOD ON DRAFT PROPOSED CLOSURE PLAN AND NEGATIVE DECLARATION OF HAZARDOUS WASTE FACILITY The California Environmental Protection Agency (Cal -EPA), Department of Toxic Substances Control and Region 9 office of the United States Environmental Protection Agency (U.S. EPA) wishes to inform you and request public comment on a Closure Plan for 2n open detonation unit 2t Ct?nfnrd Research In.stibite (SRI), Conal Hollow Experimental Site, located 12 miles southwest of Tracy on Corral Hollow Road in San Joaquin County. The Cal -EPA also request pulli.- cc iment on the proposed Negative Declaration for the project as defined under the California Environmental Quality Act. If approved the Closure Plan would define the steps which SRI will complete to meet requirements to close a thermal treatment unit under the Resource Conservation and Recovery Act 42 USC, Sec. 6901, et. seq. 40 Code of Federal Regulations, Part 265, Subpart G: and the California Code of Regulations Title 22, Article 7. The unit was used to dispose of odd -shaped pieces of solid explosive hazardous waste by detonation. SRI conducts detonation of explosives for research. The odd -shaped pieces are left over scrap from the facility's normal explosion test operations. According to SRI, disposal of its hazardous waste in that manner stopped in April 1988. Since that time all explosive material has been expended in research operations.
