The Regents will consider whether or not to certify the EIR at the Regents' meeting on November 19 and 20, 1992, at the University of California's Lau- rel Heights facility in San Fran- cisco. If the Regents certify the EIR, a Findings and Statement of Over- riding Considerations discussing their conclusion regarding the sig- nificance of the proposed project will be prepared. The Regents' decision, included in a Notice of Determination (NOD), will be filed with the Cali- fornia State Office of Planning and Research. A copy of the NOD will also be mailed to indi- viduals and organizations on the EIS/'E1R project ruaifi►ig fist. The U.S. Environmental Protec- tion Agency will publish a Notice of Availability in the Federal Register announcing the release of the Final EIS/EIR. The U.S. Department of Energy (DOE) will use the Final EIS/EIR to formulate their Record of De- cision on the operation of LLNL and SNL, Livermore for the next 5 to 10 years. The Record of Decision will be published in the Federal Register no sooner than 30 days after the Notice of Avail- ability of the Final EIS/EIR is published. After the Record of Decision (ROD) is adopted, DOE will pre- pare a Mitigation Action Plan for any commitments in the ROD to mitigate adverse environmental impacts associated with the se- lected action.
