At Building 801, containers used to hold "H2O and <br />Chevron Inhibiting Oil" were not labeled to show <br />the hazardous constituents; <br />d. At Building 801, contaminated containers that <br />formerly were used to hold "Chevron Transformer <br />Oil" were not labeled to show the hazardous <br />constituents; and <br />e. At Building 807, the clarifier container used to <br />hold "clarifier filtrate" was not labeled to show <br />the hazardous constituents. <br />3. LLNL300 violated Title 22, Cal. Code Regs. section <br />66262.34(e)(1) and 66262.34(f)(3), in that on or about <br />November 16, 1993, LLNL300 failed to label containers <br />used for satellite accumulation with the date upon <br />which each period of accumulation began, the words <br />"Hazardous Waste," and other required labeling, to wit: <br />At Building 879, satellite accumulation containers for <br />both the used oil filter drainage system and the filter <br />crushing system were not labeled. <br />COMPLIANCE• <br />1. Within 15 days of the effective date of this ROV, <br />LLNL300 shall install an approved portable eyewash at <br />Building 805 Waste Accumulation Area as emergency <br />decontamination equipment. <br />2. Immediately upon receipt of this ROV, LLNL300 shall <br />include the appropriate contents/composition on all <br />containers and portable tanks of hazardous materials. <br />3. Immediately upon receipt of this ROV, LLNL300 shall <br />properly label the waste oil container used for the oil <br />filter compactor and the containers used for draining <br />used oil filters at Building 879 with bold print to <br />include the words "hazardous waste," either the <br />accumulation date or the words "empty daily," and other <br />hazardous waste labeling requirements per Calif. Code <br />Regs., Title 22, section 66262.34(f)(3). <br />LLNL300 must correct all deficiencies noted in this ROV and <br />submit to the Department written and/or photographic <br />documentation that each violation listed has been corrected. The <br />Department may schedule a re -inspection of LLNL300 to verify <br />compliance. <br />
