Box 808, L-871 <br />Livermore, California 94551 <br />This Emergency Permit allows Lawrence Livermore National Laboratory <br />(LLNL) to treat 600 pounds of explosives wastes (M6 gun propellant) at the <br />existing High Explosives Open Burn Treatment Facility at Site 300 provided the <br />following conditions are met: <br />1) Treatment shall be only for the M6 gun propellant waste and shall <br />not last for more than one day; <br />2) No more than one open burn event shall be used to treat the wastes; <br />3) Treatment shall be performed during an "Permissible Open Burn" <br />day as designated by the San Joaquin Valley Unified Air Pollution <br />Control District; <br />4) Treatment shall be consistent with management practices in the <br />approved Part B application for the new Explosives Wastes <br />Treatment Facility, dated September 1995; and <br />5) A report shall be submitted to the Department of Toxic Substances <br />Control (DTSC) by December 1, 1997, describing any deviations <br />from the management practices in the approved Part B application, <br />why and how the emergency situation occurred, and steps which <br />have been or are being taken to avoid these types of emergencies in <br />the future. <br />This Emergency Permit confirms the oral approval given by DTSC on <br />November 6, 1997 and shall be valid only for November 6, 1997.
