Insoection °ecort <br />Lawrence Livermore National Laboratories <br />Site 300 <br />Inspection date - October 28 and 29, 2003 <br />Inside NI -816, I observed twenty-five 55 -gallon drums. This facility can only store non -liquid waste. The drum <br />storage limit for this facility is 9,240 gallons or 168 55 -gallon drums. Only form four waste is stored in Bldg. <br />816. All drums were sitting on polyethylene pallets. However, the whole floor is designed as secondary <br />containment. The entries to this are also bermed to prevent liquids from escaping should a drums contents <br />spill onto the floor. <br />At my request Mr. Gallagher explained his management activities in this area. He stated that he places the <br />drums by date order, with the oldest on the far west side and continues row by row toward the entrance which <br />is on the east side of the building. He said that this way it is easier to identify the drums that have been in the <br />facility the longest. I observed that the drums had lids tightened down with either a self-locking rings, or rings <br />which are tightened down with a bolt. I checked all of the locking and bolted rings and found them to be fitted <br />tightly and fully locked down. All containers which held hazardous waste had hazardous waste labels with all <br />of the -required information. I observed that none of the containers had been stored in excess of the one year <br />storage limitation. I reviewed the inventory logs and the inspection logs. I also requested copies of the <br />inventory logs (attachment 1). For results of the documents reviewed see Section IV of this report. <br />MAGAZINE 2 <br />Next I inspected M-2. These magazines are built into the side of a hill with the infrastructure covered with <br />earth. They are designed to contain any potential explosions which could occur inside the magazine. The <br />smaller magazines are used for storing form one, form two and form three waste. They are not used for <br />storing form four, as form four waste is stored in 55 -gallon drums. Due to the current inventory of explosive <br />hazardous waste M-1 is being used for storing supplies, M-3, M-4, and M-5 were empty. The wastes are <br />stored in various sizes of plastic totes and a`re kept locked with plastic ties. I observed that all containers <br />were closed and sealed with these plastic ties. I observed that all containers were properly labeled with all of <br />the required information. I reviewed M -2's inspection logs and inventory sheets. For results of the documents <br />reviewed see Section IV of this report. <br />After completing my inspection of M-2, we returned to M-816. I took this time to observe the spill kit next to <br />the entrance to M-816. The spill kit is basically a roll off bin of the type used by trash collectors. Mr. Gallagher <br />explained how he manages the spill kit. He explained that he uses plastic ties to lock the container latch shut <br />
