Inspection Report
Lawrence Livermore National Laboratories
Site 300
Inspection date - October 28 and 29, 2003
and to open it, the tie must be cut. He added that once cut, the tie must be replaced by a new one. Mr.
Gallagher then cut the tie so that we could observe the contents. Inside the spill kit I observed spill control
supplies for both liquid and solid spills. The date of the last inspection of the spill kit was painted on the
container. Mr. Gallagher paints over the existing date with a rust colored paint for marking the new inspection
date on the container. I observed no violations in this area.
There are two decon stations in this immediate area. One decon station is located outside M-816 at the
southwest corner. The other decon station is located outside and a few feet from M-2. There is a portable
eye wash located inside M-816. Upon my initial arrival at M-816 Mr. Gallagher demonstrated the operation of
the decon station at N1-816. When we went down to M-2 Mr. Gallagher also operated that decon station. I
could see that everything worked quite well at both decon stations.
CLOSED EWTF UNIT, BLDG. 829:
Next I observed the site of the closed open burn unit, Bldg. 829. This facility had been permitted to operate as
an open burn unit. A closure certification report, dated February 3, 1999 was submitted to the Department.
The Department approved the closure certification in a letter dated July 7, 1999 (Attachment B). This unit now
operates under a post -closure permit (Attachment C).
The only component that remains is the capped pit which has a drainage system for diverting run off. I walked
around the top of the capped treatment area. During my walk around the cap, I observed no visible cracks in
the cap. I noted that the grasses were not over ankle high. The drainage ditch, which is cement lined, had a
small amount of weeds in it. I was told that these would be cleaned out before the rainy season began. The
inspection logs were reviewed during the document review. See Section IV of this report for details and
results of that review. I took three photographs (Attachment J, photographs 1-2 see note on photograph 1)
which show the cap and the stakes which identify the locations of the bench marks. Only two photographs
were used in this report as two were nearly identical shots. I asked for and received a copy of a topographic
map the Bldg. 829 capped area (Attachment Q.
DOCUMENT REVIEW:
