inspection Report <br />necessary in Building 805, which is located approximately 600 feet northeast of the EWSF <br />LLNL S 300 also generates a variety of hazardous waste through its laboratory and research activities and <br />maintenance operations. The hazardous wastes generated from laboratory and research activities (mainly <br />unusable laboratory reagents and by-products of experiments) and maintenance operations (waste solvents, <br />waste oil, waste paints, etc.) are sent to the Container Storage Area (CSA) located in Building 883. The CSA is <br />a sheet metal roof -covered concrete pad with internal dimension of approximately 49 feet by 34 feet. A 0.5 foot <br />high concrete curb surrounds the slab to contain any potential spills or run-on. The perimeter of the CSA is <br />enclosed by a 6 foot high fence with a locked gate. The maximum container storage capacity of the CSA is <br />3,300 gallons based on the maximum volume of each container. At CSA, the wastes are prepared for <br />transport to offsite treatment or disposal facilities. Preparation may involve consolidation similar compatible <br />wastes and lab -packing wastes into drums. Hazardous wastes are also stored at the CSA until sufficient <br />quantities are accumulated to allow for the safe and economical transport of the waste to an offsite facility. No <br />treatment is allowed at the CSA or EWSF. <br />The Department inspects aIf permitted units for compliance with Department regulations and with the facility <br />permit. A compliance evaluation inspection (CEI) was conducted on October 28, and 29, 2003, and one <br />violation found was: LLNL Site 300 failed to have a training plan as part of the Part B Operation Plan for -the <br />post -closure unit Building 829. The Department received and is in the process of reviewing the facility's <br />response to this violation. <br />On November 20, and 21, 2002, a CEI was conducted. A transporter inspection was not conducted. Previous <br />to this inspection it was determined that the transporter registration was not issued to LLNL S 300 but to the <br />LLNL Main Site in Livermore. LLNL S 300 does not operate as a transporter and does not have a transporter <br />registration. No violations were observed or discovered during the inspection. A Summary of Observations <br />issued. <br />On Monday 16, 17, & 18, 2001 a CEI and transporter inspection resulted in one minor violation failure to keep <br />containers of HW closed in the EWSF. This violation was corrected during the inspection on May 17, 2001. <br />Two additional violations were issued subsequent to the inspection as class two violations. One violation was <br />for failure to conduct a detailed waste analysis of spent parts washer. The second violation was for failure to <br />provide, upon request, a waste analysis and waste determination. The facility was returned to compliance on <br />December 12, 2001. <br />Page 4 of 20 <br />
