CLASS 1* MODIFICATION REQUEST <br />HAZARDOUS WASTE MANAGEMENT FACILITIES <br />LIVERMORE SITE <br />EPA ID #: CA 2890012584 <br />LAWRENCE LIVERMORE NATIONAL LABORATORY (LLNL) <br />On July 3, 2007, the U.S. Department of Energy (DOE), National Nuclear <br />Security Administration (NNSA), owner and co-operator of Lawrence Livermore <br />National Laboratory (LLNL) notified the Department of Toxic Substances Control <br />(DTSC) that DOE NNSA will transfer co -operational control of the Lawrence <br />Livermore National Laboratory (LLNL), Hazardous Waste Facility Permits <br />(HWFP) and Permit Applications from the Regents of the University of California <br />(UC) to the Lawrence Livermore National Security, LLC (LLNS) on October 1, <br />2007. The LLNS management team includes Bechtel Corporation, the University <br />of California, Washington International, BWX Technologies and Battelle. <br />LLNS will operate the Decontamination and Waste Treatment Facility and Area <br />612 Facility in accordance with the Hazardous Waste Facility Permit (HWFP) <br />and approved Part A and Part B permit application. The Interim Status facilities, <br />Buildings 233 and 419 are in the process of closure and will be operated in <br />accordance with 22 CCR 66265, Interim Status Standards, Interim Status <br />Document, and/or approved closure plans. The Area 514 Interim Status Facility <br />was recently closed as a hazardous waste treatment and storage facility <br />pursuant to the June 29, 2007 DTSC acknowledgement letter of the LLNL <br />closure certification, closure report and accompanying human health and <br />groundwater risk assessment documents. <br />This change in co-operator will not reduce or compromise the ability of facility <br />personnel to continue waste management operations in a manner that is <br />protective of human health and the environment. <br />On July 18, 2007, LLNS and DOE NNSA submitted the Class 1* permit <br />modification to request DTSC to approve the co-operator transfer from UC to <br />LLNS. The modification request also included the revised HWFP and permit <br />application pages with the name of the new co-operator, LLNS, and the name, <br />title and signature of the LLNS representative on all permit application signature <br />pages. <br />Pursuant to the regulatory provision found at 22 CCR 66270.42 (a)(1)(C), "Any <br />person may request the DTSC to review, and the DTSC may for cause reject, <br />any Class 1 [or 1*] permit modification." <br />Livermore Site Background Information <br />Lawrence Livermore National Laboratory (LLNL) is owned by the U.S. <br />Department of Energy (DOE) and is operated by DOE and its LLNL contractor. <br />The Laboratory was established in 1952 to conduct research on nuclear <br />weapons.
