Also, as <br /> the construction details of the two closest water supply wells are not known, the pumping <br /> influence these wells may have on the known impacted groundwater should be <br /> determined and groundwater samples for analysis should be collected from both. <br /> Ground Zero has provided a fate and transport model, which they consider to support <br /> their request for site closure. Please note that the model has predicted, twice, that the <br /> onsite facility well and the nearest domestic well will become impacted with methyl <br /> tertiary butyl ether(MtBE). SJCIEHD discussed this finding with the Regional Water <br /> Quality Control Board, Central Valley Region, and again the two agencies are in <br /> agreement. Knowingly allowing a contaminant plume to impact a production well, even <br /> at concentrations below the maximum contaminant levels, is unacceptable. i <br /> Ground Zero stated that a "minor over excavation"was performed at this site that <br /> removed contaminated soil. Please supply SJCIEHD with documentation concerning f <br /> this remediation, specifically, date of the over excavation, volume of impacted soil <br /> removed, analytical results from all samples collected from the excavation and <br /> excavated soil, transportation manifests and disposal receipts from the appropriate <br /> disposal facility that received the contaminated soil. <br /> You are once again directed to submit the requested work plan. The work plan is due by <br /> — April 25, 2003. In addition, as you have been directed b'eforejoutine quarterly <br /> groundwater monitoring and sampling of all monitoring wells must continue at this site <br /> until directed otherwise by this agency.
