The <br /> deadline for submission of the work plan was Septemler 27,E 2002. This office has <br /> received no work plan; instead, a letter was received from your consultant, Ground Zero <br /> Analysis, Inc. that states that they consider further investigation to be unwarranted and <br /> requesting that the site be closed with a 'No Further Action' required designation. <br /> As stated in the August 1, 2002 correspondence, SJCIEHD has reviewed this site with J. <br /> the Regional Water Quality Control Board, Central Valley Region (CVRWQCB), and both <br /> agencies are in agreement that the investigation at this site is not complete. <br /> Vertical assessment of the groundwater contamination has not been completed. <br /> SJCIEHD does not agree that the `soil distribution coefficient' of a substance, defined by <br /> Ground Zero as the concentration of the substance in.soil divided by the concentration in <br /> water, can be used to demonstrate the extent of impacted groundwater. While this <br /> concept provides a working hypothesis, the model must be validated by real data <br /> obtained in the field. I 4 <br /> Lateral assessment of the groundwater contamination has riot been completed. Ground <br /> Zero states that low levels of contamination exist in the source area; however, there are <br /> no monitoring wells in the source area, or up gradient,to the source area. The <br /> groundwater sample collected closest to the source area is the grab sample collected <br /> from boring SB-1, which was reported to contain 8,000 micrograms per liter (µg11) total <br /> petroleum hydrocarbons as gasoline (TPHg), which is'Inot a low level. l <br /> Again, the map of domestic wells located within 2,000 feet of the contaminated site ) <br /> provided by Ground Zero shows many residences, but the receptor survey table lists <br /> only six of these. Please provide SJCIEHD with specific information on where all of the <br /> depicted residences get their water. If agency permits or well logs are not available for <br /> these residences, please contact the residents in person and ask them where they get <br /> water for their domestic use, and, if they have a well, what construction details of the <br /> well they may be able to provide.
