Box 388 <br />Stockton, CA 95201-0388 ENVIRONMENTAL HEALTH <br />PERMIUSERVICES <br />Dear Mr. McClellon: <br />Reference is made to your inspection of the Santa Fe Railyard at 801 Diamond Street in <br />Stockton, California, dated October 17, 1995. The items noted in your inspection have been <br />addressed as follows: <br />• Biennial Report, Section 66262.41 (CCR) - Santa Fe maintains all manifest records <br />and biennial reports for the State of California in our San Bernardino office. The <br />referenced regulation does not specify that the records be retained at the generating site; <br />however, a copy of the biennial report will be sent to the facility. <br />• Contingency Plans, 66265.51 (CCR) - Following our telephone conversation on <br />October 18, I verified with Mr. Hunter, who accompanied you on your inspection, that <br />our contingency plan was indeed at the facility. This plan was an appendix of our <br />Business Plan, but was not copied during your visit. A copy has been enclosed. <br />• Personnel Training Records, 66265.16 (CCR) - Santa Fe maintains training records on <br />a system database. A hard copy has been forwarded to Mr. Hunter. <br />• Source Reduction/Waste Minimization, 25244.19 (HSC) - The Burlington Northern <br />Santa Fe Corporate Pollution Prevention Plan is enclosed. As indicated by the Plan, we <br />have implemented numerous projects which minimize waste generated systemwide. The <br />majority of waste generated by our Stockton facility are California Regulated Wastes <br />(non-RCRA) and consist primarily of oil, oily water, and alkaline batteries.
