Box 388
Stockton, CA 95201-0388 ENVIRONMENTAL HEALTH
PERMIUSERVICES
Dear Mr. McClellon:
Reference is made to your inspection of the Santa Fe Railyard at 801 Diamond Street in
Stockton, California, dated October 17, 1995. The items noted in your inspection have been
addressed as follows:
• Biennial Report, Section 66262.41 (CCR) - Santa Fe maintains all manifest records
and biennial reports for the State of California in our San Bernardino office. The
referenced regulation does not specify that the records be retained at the generating site;
however, a copy of the biennial report will be sent to the facility.
• Contingency Plans, 66265.51 (CCR) - Following our telephone conversation on
October 18, I verified with Mr. Hunter, who accompanied you on your inspection, that
our contingency plan was indeed at the facility. This plan was an appendix of our
Business Plan, but was not copied during your visit. A copy has been enclosed.
• Personnel Training Records, 66265.16 (CCR) - Santa Fe maintains training records on
a system database. A hard copy has been forwarded to Mr. Hunter.
• Source Reduction/Waste Minimization, 25244.19 (HSC) - The Burlington Northern
Santa Fe Corporate Pollution Prevention Plan is enclosed. As indicated by the Plan, we
have implemented numerous projects which minimize waste generated systemwide. The
majority of waste generated by our Stockton facility are California Regulated Wastes
(non-RCRA) and consist primarily of oil, oily water, and alkaline batteries. The
Santa Fe strives to minimize the generation of all wastes, utilizing available recycling
options for waste disposal and implementing pollution prevention opportunities
whenever technically and economically feasible.
Please review the enclosed and direct any comments or questions to my attention at the above
address or telephone number.
Sincerely,
LaDonna Williams
Manager Environmental Operations
cc: Chuck Hunter - Stockton
Don Miller - Richmond
Jennifer Anderson - Topeka
A Santa Fe Pacific Company
