u <br />This Contingency Plan has been prepared to outline emergency response procedures in the <br />event of fire, explosion, or any unplanned release of hazardous waste or hazardous waste <br />constituents to air, soil, or surface water, as required by Section 66265.5, Article 4, Chapter <br />15, Title 22, California Code of Regulations. <br />A copy of this Plan shall be maintained at the facility and submitted to all local agencies that <br />may be called upon to provide emergency services. In most cases, the Contingency Plan <br />will be included as an attachment to the Business Plan which is submitted to the appropriate <br />agency. <br />The Contingency Plan shall be reviewed, and immediately amended, if necessary, whenever: <br />• applicable regulations are revised; <br />• the Plan fails in an emergency; <br />• the facility changes in its design, construction, operation, maintenance, or other <br />circumstances in a way that materially increases the potential for fires, explosions, or <br />releases of hazardous waste or hazardous waste constituents, or changes the response <br />necessary in an emergency; <br />• the list of emergency coordinators changes; or <br />• the list of emergency equipment changes. <br />Responses to facility spills, fires, or explosions have been divided into two categories; <br />minor events and major events, depending upon the extent to which the event threatens <br />human health or the environment. Minor events require immediate responses to the <br />situation but do not require formal implementation of emergency procedures. Major events <br />do require full implementation of the Plan. Minor and major events may be defined as <br />follows: <br />Minor Event <br />Fire <br />• Involves very limited quantities of materials. <br />• Does not generate toxic fumes. <br />0 Is self-contained. <br />
