Box 388 • Stockton, CA 95201-0388 <br />209/468-3420 <br />November 10, 1994 1 1 <br />Mr. Mick Hardin, Site Manager <br />Atchison, Topeka & Santa Fe Railroad Company <br />740 East Carnegie Drive <br />San Bernardino, CA 92408-3571 <br />RE: REPORT OF VIOLATIONS AND SCHEDULE OF CORRECTIONS <br />On April 1, 1993, San Joaquin County Public Health Services -Environmental Health Division (PHS- <br />EHD), conducted an inspection of Atchison, Topeka & Santa Fe (AT&S) located at 801 <br />Diamond/Worth Streets, Stockton, CA. <br />As a result of that inspection, violations of the hazardous waste regulations were identified. Specific <br />violations and corrective actions are listed below. Failure to correct the identified violations within the <br />scheduled time period will result in PHS-EHD citing you for continuing/additional violations. <br />I. REPORT OF VIOLATIONS <br />1. Sections 66262.41, Article 3, Chapter 12, CCR: No biennial report available on site for 1990 <br />and 1992. <br />2. Section 66262.40(a), Article 4, Chapter 12, CCR: Copies of manifests for hazardous waste <br />removal were not available for inspection. <br />3. Section 66265.32(c), Article 3, Chapter 15. Title 22, California Code of Regulations: Hazardous <br />waste storage area (waste oil drip tank) did not have decontamination equipment. <br />4. Section 66265.53, Article 4, Chapter 15, Title 22, CCR: A contingency plan was not available <br />on site. <br />5. Section 66265.16(a) -(e) Article 2, Chapter 15, Title 22, CCR: Personnel safety training records <br />not available on site showing job titles, job description, introductory and continuing training, <br />personnel cards not kept for three years. <br />6. Section 66265.191, Article 10, Chapter 15, CCR: No assessment of existing tank system's <br />integrity has been done to date. <br />A Division of San Joaquin County Health Care Services <br />
