asked him if there was any emergency decontamination equipment <br />onsite and training records for employees who handle hazardous waste. <br />He said there was nothing like this at site because they did not need it. <br />told him the waste oil was hazardous waste and Mr. Hardin said that it <br />was removed by an oil recycling service from the site. He ended by <br />saying he would see that I got copies of all hazardous waste manifests <br />from this site (and offsite locations along tracks). <br />On July 30, 1993, this department received copies of manifests for <br />hazardous waste generated through AT&S Diamond & East Worth site <br />number for 1992 and up to present for 1993. Also received were <br />receipts from Patterson for waste oil pumped from tank onsite and <br />several manifests for hazardous waste with different EPA site I.D. <br />numbers. Several manifests were difficult to read. Mr. Hardin phoned <br />and told me copies of manifests are now available at the Diamond & <br />East Worth site. <br />Total tonnage for 1992 calculated off these manifests/receipts was 14.78 <br />tons. <br />It was impossible to determine from records the identity of hazardous <br />wastes cleaned up at different locations offsite. Very little or no <br />information on the following was available for inspection: <br />- Where and how spills occurred <br />- How spills were cleaned up <br />- Who cleaned up spills <br />- How hazardous waste from spills was contained, labelled, and <br />transported <br />I made another site visit on August 12, 1993 to get more information on <br />waste oil tank. I spoke to Wayne Hale and Clarence Jones and told <br />them the underground tank was subject to regulation under Title 22. 1 <br />explained that this tank needs to be monitored for leakage. <br />In July and August following this inspection, I communicated several <br />times with Alan Ito (DTSC), Wayne Hale, and Clarence Jones (AT&S <br />Diamond & East Worth contact, and Mr. Mick Hardin (Southern California <br />AT&S contact) to get further information for this report. <br />c: Tim Naprawa, Cal -EPA, Department of Toxic Substances Control <br />0 <br />
