He gave me a tour of the facility showing me the waste oil tank area. <br />Then we walked along by the warehouse area where I saw several <br />drums. These were empty and I told Mr. Hale to label them as such. <br />Mr. Hale said they did not generate any hazardous waste onsite. I asked <br />him about the tank where locomotives dripped oil and he said that <br />Refineries Services pumped it out when it got full. <br />We went into the office, and I asked Mr. Hale for all his records <br />regarding hazardous waste generation. He did not know what records I <br />was talking about. I asked for any receipts he had, and he showed me <br />a receipt for waste oil picked up by Refineries Services. I asked him if <br />this was all he had for the site in the way of records. He said, "Yes". I <br />also asked him if any other hazardous waste was generated onsite, and <br />he said, "No". He referred me to Mr. Mick Hardin in the San Bernardino <br />office as the main contact who would have all the records and any other <br />generator information I may need. I then left the site. <br />#1 There was no decontamination equipment at hazardous waste <br />storage area (waste oil tank). <br />#2 No contingency plan was available onsite. <br />#3 No employee safety training or personnel records were available <br />onsite. <br />#4 No biennial report submitted/available for 1990 and 1992. <br />#5 No leak monitoring or integrity assessment of oil tank onsite was <br />being done. <br />#6 No manifest copies for hazardous waste removal available onsite. <br />IX. DISCUSSION WITH MANAGEMENT: <br />I called Mick Hardin several times in the following months of the <br />inspection for further information. I told him I needed tonnage <br />information and manifests for hazardous waste spills offsite and all waste <br />oil receipts on site. He told me that they use their Diamond & East <br />Worth site EPA I.D. number when they manifest various hazardous waste <br />along the tracks. I told him all records need to be kept onsite. <br />3 <br />
