SAN J O A Q U I N 40 40 Environmental Health Department
--
-C 0 U N T Y----
Complaint Record Daily Time and Activity Summary from 6/21/2013 to
6/21/2020 for C050BXG90 located at
720 S B Street/ 801 Diamond Street
Activity Date Recorded by
08/24/2016 Received a phone call from Chris Ortiz with BNSF who indicated that clean up PE 2546 MANZO
120 min company should be onsite around 9:30 or 10 pm. SC 544
10:20 am arrived onsite. Met with Chris Ortiz and Environmental Logistics who
were doing clean up. The spill(drips) extends approximately 45 feet across the
railroad ties. Discussed with Garrett Backus(lead sr), the stained wood ties don't
have to be replaced. 11: 00 am: left to go to another inspection. 12:30 pm arrived
back onsite, the clean up crew(Env. Logistics)were not onsite. Met with the BNSF
crew onsite who were working on track repair, they indicated that some of the
wood ties with the staining will be replaced (likely tomorrow). Looked at the
excavation area, it looks mostly addressed there are one or two areas where
small amounts of stained soil are present immediately adjacent to the wood ties.
Took pictures. 1:08 pm: called Pedro (supervisor with Environmental Logistics) he
indicated that they are done, I told him that there is some small amount of stained
soil and if he is breaking for lunch or already done. Pedro indicated that they are
done and that they wiped the wood ties down and put some degreaser on them.
1:55 pm: Called Chris Ortiz, he will fax me the manifest, I let him know that there
is a small amount of impacted soil still left, he indicated that BNSF will be able to
address it. He will let me know when they will be lifting the ties so we can inspect
the soil underneath and witness the final clean up.
08/26/2016 Called to Chris with BNSF regarding wood ties replacement, he indicated that yes PE 2546 MANZO
12 min some were replaced and he removed 1-2 gallons of stained soil in the areas noted SC 544
before, additional soil was placed inside the haz. waste container, he is aware that
it needs to be disposed of under appropriate manifesting procedure. Clean up is
complete.
08/01/2017 Reviewed the complaint, printed inspection pictures, printed the final disposal PE 2546 MANZO
42 min manifest. Abated the complaint, put a copy in the hazardous waste file SC 007
PR0220061.
