Charter, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> This is a report of the Routine hazardous waste inspection conducted at the referenced facility by San <br /> Joaquin County Environmental Health Department (EHD). The following are Repeat Class II Violations: <br /> #11,20, and the following are Minor Violations - Notice to Comply: #7,15,23,60/63/85,999 <br /> 7. Observed metal scraps on the ground outside the repair shop, two buckets of used oil in open 5- <br /> gallon buckets inside the used oil storage trailer, and used oil in a drain pan outside the trailer. Owner <br /> stated the drain pan was placed there two days ago after draining from the adjacent truck. <br /> -- Generator shall make hazardous waste determination of the waste and managing the waste <br /> accordingly. <br /> * Immediately make a hazardous waste determination of the above wastes and manage each <br /> accordingly, or dispose of the waste as hazardous waste in accordance to California Code of <br /> Regulations (CCR) Title 22. Submit a statement and supporting documentation explaining how this <br /> waste was managed by June 12 2011. <br /> 11. (Repeat) Observed absorbent and signs of leakage on the floor of the used oil storage trailer. <br /> -- Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release <br /> of hazardous waste to air, soil, or surface water which could threaten human health or the environment. <br /> Immediately , and manage according to Title 22 hazardous waste regulations. <br /> * Submit a statement and supporting documentation explaining how this waste was managed by June <br /> 12, 2011. <br /> 15. Eye wash station at truck repair shop not maintained. <br /> -- Facility shall maintain spill control and decontamination equipment, and tested if required, to assure <br /> its proper operation in time of emergency. <br /> * Correct the violation per this section and submit evidence of correction to EHD by June 12, 2011. <br /> 20 (Repeat) No date of accumulation on the Used Oil Tank with few inches of used oil within. Oil was <br /> last pumped from tank last month according Fermin. <br /> -- All hazardous waste tank shall be marked with the words "Hazardous Waste" and accumulation start <br /> date, and the words "Used Oil" if it's a used oil tank. Also, hazardous waste containers shall be marked <br /> with the following information: 1. the words "Hazardous Waste" 2. name and address of generator <br /> 3. hazardous properties 4. physical state 5. composition (contents) and 6. accumulation start date <br /> * Immediately label the above tank per this section, ensure that all future hazardous waste containers <br /> are marked with all the required information. Submit evidence of correction to EHD by June 1, 2011. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY ISS BJECT TO REINSPECTION AT ANY TIME AT HD'S CURRENT HOURLY RATE. <br /> E spe R etl By.
