San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sjgov.or /q ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FARMINGTON CIRCLE K 4469 S ESCALON BELLOTA BLVD, February 16 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> -Liquid was observed in the drip box around the E85 fill pipe. <br /> -Liquid and saturated absorbent was observed in the drip box around the diesel fill pipe. <br /> -Absorbent was observed unlabeled on the ground in the tank area. According to Mr. Singh, the absorbent was <br /> probably used to clean up a spill and then left on the ground near the hazardous waste containers. <br /> -A 55 gallon drum of waste absorbent was observed in the tank area with a blank hazardous waste label. <br /> -A 55 gallon drum of fuel contaminated test water was observed in the tank area with no labeling. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> -hazardous properties (ignitable, corrosive, reactive, toxic) <br /> -physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers or place in properly labeled containers, and ensure that all hazardous waste <br /> containers are marked with all the required information. Since it cannot be determined how long the fuel contaminated <br /> test water has been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under <br /> manifest and submit a copy of the manifest to the EHD. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used fuel filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
