E
0
C(OF)YIRCUIT WORKS WARRANT INSPECTION REPORT
On September 24, 1992, Public Health Services -Environmental Health Division conducted
a warrant inspection at the Circuit Works facility located at 152 Frank West Circle in
Stockton. The following represents a chronological account of the inspection.
At approximately 8:30 am, Eleanor Ratliff and I met at the District Attorney's office along
with Rhonda Archbald and Larry Williams, both from the City of Stockton Municipal
Utilities Department (C.O.S.M.U.D.). We discussed the duties to be performed by each
agency and agreed to meet at the facility, located at 152 Frank West Circle in Stockton,
as soon as possible.
Ms. Ratliff and I arrived at the facility at approximately 10:00 am where we found Lisa
Brown, David Irey, Dean Hendricks and Elaine Antion (sp?) waiting for us.
Mr. Irey and Mr. Hendricks escorted Ms. Ratliff and me through the building to the back
hazardous waste storage area, outside of the building. Ms. Ratliff, Mr. Irey and I
inspected the back area of the facility, where several hazardous waste storage, labelling
and disposal violations were noted. Mr. Irey noticed two 1 -gallon containers of
Hydrochloric Acid were stored right next to a container of Sodium Hydroxide. We
decided where to sample and Ms. Ratliff and I went back to the car to obtain our
personal protective equipment as well as our sampling equipment.
After donning our personal protective equipment, we began taking photographs of the
area to document the hazardous waste storage and disposal violations. We first sampled
the white bag beneath the "funnel-like" object. We labelled the sample (CW9-25-92-1)*,
photographed it (photo #1), placed custody tape over the top of the jar and placed the
jar in the ice chest that had "Blue Ice" in it. We then carried the ice chest to the next
sample area, where the approximately 1000 -gallon above ground container was located.
We sampled the black liquid inside the unlabelled 1000 -gallon container. We again
labelled our sample (CW9-25-92-2)*, placed custody tape over the top of the jar,
photographed it (photos #3 & #4), and placed the jar in our ice chest. The ice chest
remained with us throughout our sampling activities.
We then walked past the "Treatment Area" on our way to the other side of the property,
near the dumpster. The area between the fenced facility and the dumpster appeared to
have hazardous waste dumped on the ground, with a cart with wheels turned upside
down next to it. This hazardous waste closely resembled the hazardous waste stored in
the "Treatment Area" in the cart with wheels, inside the facility (photos #5 & #7). Ms.
Ratliff and Mr. Irey went outside the fence to obtain the sample of the waste on the
ground. This sample was labelled (CW9-25-92-3)* and had custody tape placed over the
top of the jar, the jar was photographed (photo # 6) and placed in the ice chest. .
