We then carried the ice chest to the next <br />sample area, where the approximately 1000 -gallon above ground container was located. <br />We sampled the black liquid inside the unlabelled 1000 -gallon container. We again <br />labelled our sample (CW9-25-92-2)*, placed custody tape over the top of the jar, <br />photographed it (photos #3 & #4), and placed the jar in our ice chest. The ice chest <br />remained with us throughout our sampling activities. <br />We then walked past the "Treatment Area" on our way to the other side of the property, <br />near the dumpster. The area between the fenced facility and the dumpster appeared to <br />have hazardous waste dumped on the ground, with a cart with wheels turned upside <br />down next to it. This material closely resembled the hazardous waste stored in the <br />"Treatment Area" in the cart with wheels, inside the facility (photos #5 & #7). Ms. Ratliff <br />and Mr. Irey went outside the fence to obtain the sample of the waste on the ground. <br />This sample was labelled (CW9-25-92-3)* and had custody tape placed over the top of <br />the jar, the jar was photographed (photo # 6) and placed in the ice chest. <br />We then went to the "Treatment Area" where the C.O.S.M.U.D. personnel, Larry Williams <br />and Rhonda Archbold, were taking samples. They suggested we sample the black vat <br />in the "Treatment Area". We took a sample of the liquid, labelled it (CW9-25-92-4)*, <br />placed custody tape over the top of the jar, photographed it (photo #9) and placed the <br />jar in the ice chest. <br />We then took a sample from a 5 -gallon bucket in the hazardous waste storage area. We <br />labelled the sample (CW9-25-92-5)*, placed custody tape over the top of the jar, <br />photographed it (photo #12) and placed the jar in the ice chest. <br />While I was taking additional photos of the area, I met Jay Hansen who indicated he was <br />the owner of the property. He asked if the facility could operate because he had new <br />operators who were supposed to take over the facility on the following Monday. Rhonda <br />Archbald told him the requirements he had to fulfill for C.O.S.M.U.D. and I told him that <br />he needed to have the new owner/operator come in to our office to transfer the permit <br />to their name. Mr. Hansen asked if he could get rid of the barrels. After consulting with <br />Lisa Brown, I told him that he could remove them if he provided me with a copy of the <br />hazardous waste manifest. Mr. Hansen indicated that he intended to "treat" the waste in <br />his 'Treatment Area" and I told him that required a permit from the Department of Toxic <br />Substances Control (DTSC) or a variance issued by DTSC, or something indicating he <br />had applied for Permit by Rule (PBR) with DTSC. <br />
