0 0 <br />Phase I Environmental Assessment Page 9 <br />152 Frank West Circle - Stockton, CA <br />March 31, 1993 <br />5.0 SUMMARY AND CONCLUSIONS <br />At the direction of Standard Insurance Company, ASE conducted a Phase I <br />Environmental Assessment for an approximately 1.8 acre parcel of land located at 152 <br />Frank West Circle in the City of Stockton, California. The subject property, is <br />occupied by a single -story, 25,864 square -foot, concrete building which was formerly <br />occupied by CWI, a computer circuit board plating company, is surrounded by <br />asphalt -surfaced parking lots, storage lots, and driveways; two storage sheds; and a <br />covered hazardous waste treatment system (see Figure 3). Although CWI is no <br />longer in business, it appears that CWI left virtually everything in-place, including: <br />office equipment, books, and files; processing equipment, tools, and chemicals; circuit <br />boards; and containerized solid and liquid waste. <br />A site inspection revealed the presence of potential environmental hazards in <br />the form of: approximately 570 drums, vats, and tanks ranging in size from 1 -gallon <br />to 1,000 gallons containing approximately 42,000 gallons of hazardous chemicals and <br />waste; approximately 28,000 gallons of chemically contaminated water and sludge, <br />currently located in three concrete sump areas; approximately 58 cubic -yards of <br />containerized hazardous waste solid; oil and grease contaminated asphalt -surfaced <br />area; dry, chemical residue on the floors and equipment in the Plating Room and Dry <br />Film Room #1; and asbestos (non -friable) containing floor tiles. <br />The on-site storage of hazardous waste for a time period greater than 90 days <br />is in direct violation with the California hazardous waste management regulations, <br />therefore, immediate consideration must be given to the disposal of all hazardous <br />waste located at 152 Frank West Circle. Immediate disposal of the hazardous waste, <br />particularly the chemicals within the Plating Room, is also required to allow for an <br />inspection of the sump and collection of subsurface samples to test for the presence <br />of soil and/or groundwater contamination from chemical spillage. <br />The area immediately surrounding the subject property consists of commercial <br />and light -industrial facilities to the northeast, southeast, and northwest, and a slough <br />and fields to the southeast. A preliminary review of federal and state data base <br />records resulted in the identification of 19 potential sites for environmental concern. <br />mile of the subject property. However, after further review, it appears that none of <br />these sites pose any significant risk of causing an adverse environmental situation on <br />the subject property. <br />6.0 RECOMMENDATIONS <br />The results of this Phase I Environmental Assessment reveal the existence of <br />potential and actual site contamination, therefore, ASE recommends that more <br />comprehensive studies be performed during a Phase R Environmental Assessment. <br />A Phase 11 Environmental Assessment consists of sampling and analytical tests to <br />
