Page 10 <br />152 Frank West Circle - Stockton, CA <br />March 31, 1993 <br />determine the level and extent of surface contamination discovered during the Phase <br />I Environmental Assessment, to investigate potential subsurface contamination, to <br />verify the contents of on-site containers and sumps to establish disposal <br />requirements, and to provide input for a remedial action plan and facility <br />remediation cost estimate. <br />ASE recommends that the first steps taken during the Phase 11 Environmental <br />Assessment consist of sampling and analysis of the contents of the vats and sump <br />within the Plating Room. After the contents have been categorized, they should be <br />properly removed, and disposed of, by a qualified hazardous waste removal <br />company. This will allow for an inspection of the sump and collection of subsurface <br />samples to test for the presence of chemical contamination within the soil and/or <br />groundwater below the sump. The extent of sampling and analysis of additional on- <br />site chemicals and of surface and subsurface areas outside the Plating Room will <br />depend, in part, on the results obtained from the Plating Room. <br />ASE also recommends that damaged floor tiles be removed, and disposed of, <br />by a qualified asbestos abatement worker during the facility remediation phase. <br />Undamaged floor tiles do not represent a health hazard and may remain in place, <br />however, if the tiles ever become damaged or require removal, they must also be <br />removed, and disposed of, by a certified asbestos abatement worker. <br />7.0 LIMITATIONS <br />The conclusions of this report are professional judgements concerning the <br />significance of the observations made and data gathered during the course of the <br />environmental assessment. Opinions rendered should not be construed as guarantee <br />or warranty as to the potential liability associated with environmental conditions or <br />impacts at the site. ASE represents only that the hazardous waste or latent <br />hazardous conditions observed on the Site during a diligent investigation were: <br />approximately 570 drums, vats, and tanks ranging in size from 1 -gallon to 1,000 <br />gallons containing approximately 42,000 gallons of hazardous chemicals and waste; <br />approximately 28,000 gallons of chemically contaminated water and sludge, currently <br />located in three concrete sump areas; approximately 58 cubic -yards of containerized <br />hazardous waste solid; oil and grease contaminated asphalt -surfaced area; dry, <br />chemical residue on the floors and equipment in the Plating Room and Dry Film <br />Room #1; and asbestos (non -friable) containing floor tiles. <br />Use of this Phase I Environmental Assessment Report is strictly limited to the <br />Client (Standard Insurance Company) and appointed Client Representative <br />(Environmental Advisory Services). Use of this report by a third party is the sole <br />responsibility of the Client. <br />
