ASE
• • AMEG SCIENCE ANG ENGWEEPING INC.
Phase I Environmental Assessment . Page 10
152 Frank West Circle - Stockton, CA
March 31, 1993
determine the level and extent of surface contamination discovered during the Phase
I Environmental Assessment, to investigate potential subsurface contamination, to
verify the contents of on-site containers and sumps to establish disposal
requirements, and to provide input for a remedial action plan and facility
remediation cost estimate.
ASE recommends that the first steps taken during the Phase 11 Environmental
Assessment consist of sampling and analysis of the contents of the vats and sump
within the Plating Room. After the contents have been categorized, they should be
properly removed, and disposed of, by a qualified hazardous waste removal
company. This will allow for an inspection of the sump and collection of subsurface
samples to test for the presence of chemical contamination within the soil and/or
groundwater below the sump. The extent of sampling and analysis of additional on-
site chemicals and of surface and subsurface areas outside the Plating Room will
depend, in part, on the results obtained from the Plating Room.
ASE also recommends that damaged floor tiles be removed, and disposed of,
by a qualified asbestos abatement worker during the facility remediation phase.
Undamaged floor tiles do not represent a health hazard and may remain in place,
however, if the tiles ever become damaged or require removal, they must also be
removed, and disposed of, by a certified asbestos abatement worker.
7.0 LIMITATIONS
The conclusions of this report are professional judgements concerning the
significance of the observations made and data gathered during the course of the
environmental assessment. Opinions rendered should not be construed as guarantee
or warranty as to the potential liability associated with environmental conditions or
impacts at the site. ASE represents only that the hazardous waste or latent
hazardous conditions observed on the Site during a diligent investigation were:
approximately 570 drums, vats, and tanks ranging in size from 1 -gallon to 1,000
gallons containing approximately 42,000 gallons of hazardous chemicals and waste;
approximately 28,000 gallons of chemically contaminated water and sludge, currently
located in three concrete sump areas; approximately 58 cubic -yards of containerized
hazardous waste solid; oil and grease contaminated asphalt -surfaced area; dry,
chemical residue on the floors and equipment in the Plating Room and Dry Film
Room #1; and asbestos (non -friable) containing floor tiles.
Use of this Phase I Environmental Assessment Report is strictly limited to the
Client (Standard Insurance Company) and appointed Client Representative
(Environmental Advisory Services). Use of this report by a third party is the sole
responsibility of the Client.
