Box 711
Portland, Oregon 97207
Dear Mark,
Applied Science and Engineering, Inc. (ASE) reapectrully submits the following
modified proposal for a Phase U Environmental Assessment of the former Circuit
Works Inc. facility at 152 Frank West Circle in Stockton, California (hereafter site) to
Standard Insurance Company (hereafter Client). This proposal is presented under the
same terms and conditions presented in the April 28, 1993 Phase II Environmental
Assessment Proposal (Attachments 4 and 5). ASE still intends to use C.KC., Inc., a
certified hazardous waste handler and transporter with extensive experience in
hazardous waste removal and soil remediation, to accomplish Tasks I - 5 in the
Scope of Services below.
Scope of Services
Task X • Identify and Label Unknown Chemicals
Liquid chemicals contained in the sump and vats located in the Plating Room
which are not labeled will be characterized using the Haz Cat field screening method
Information obtained from the Haz Cat field screening will be used to determine
compatibility of the liquid chemicals present for transportation and disposal. For the
purpose of estimating a budget for this project, C.KC. has assumed that a maximum
of 10 samples will be screened in the field. C.KC. has assumed that laboratory
testing of chemicals will not be required. In the event that field testing results are
not adequate for this project, additional costs will be required for necessary
laboratory analysis.
C.KC. anticipates that one day will be required to complete the inventory and
Ilaz Cat testing activities. Labeling of containers identified during Task 1 will consist
of placing hand -drawn labels on each container or set of containers. These labels will
not conform, nor are they intended to conform, with regulations regarding the
labeling of chemical containers.
Task 2 - Empty, Steam Clean, and Remove vats in Plating Room
Approximately 80 vats ranging in size from 140 -gallon capacity to 1000 -gallon
capacity containing processing chemicals are currently present within the Plating
R-95% 10-25-93 11:29AM P002 446
