No oil was observed on the ground or around burned van. <br /> This facility generated approximately 720 pounds of waste in the last calendar year(Jan-Dec). Facility generated <br /> less than 5 tons the last twelve based on interview with owner. Facility had not disposed any hazardous waste <br /> since September 2013 according to owner's statement and the document available. <br /> Violation 122/125 on the previous inspection report dated 10/16/2013 for failing to maintain hazardous waste <br /> disposal receipts for minimum of 3 years has been verified to have met return to compliance during this inspection. <br /> Owner demonstrated retention of the disposal records for both oil and oil filters between 2011 and 2013 on <br /> electronic format. Also verified the email with the receipts as attachment had indeed come from Kern Oil/ Filter <br /> Recycling. <br /> Violation 404 on the previous inspection report dated 10/16/2013 for failing to keep hazardous waste containers <br /> closed has been verified to have met return to compliance during this inspection. <br /> Discussed again with owner on the use of the parts washer, a machine that appears to be severely corroded <br /> Owner stated he is not using it as a parts washer but only for cascade with water and soap, and the liquid inside is <br /> not waste as he is still using it as an equipment. I reminded that if the liquid is to be disposed, a hazardous waste <br /> determination must be made. I also questioned the owner why the concrete under the parts washer appeared to <br /> be corroded. Owner stated the corrosion occurred when there used to be a hot tank but isn't therefore anymore, <br /> and the white staining I witnessed on the floor is a result of the soap residue, not from corrosion. <br /> Discussed with owner again the liquid inside a clarifier at the adjoining area next to the parts washer. The owner <br /> stated he had never use it as it was at the facility before he moved in. He is uncertain if the clarifier is plumbed to <br /> the city municipal system or not. I reminded that if the liquid is to be disposed of, for example if he is to close <br /> business, all hazardous waste must be properly remove, and for waste he is uncertain if it is hazardous, a <br /> hazardous waste determination must be made. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
