San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sjgov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AAA MACHINE 118 E FREMONT ST, STOCKTON December 30, 2014 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I.CLASS II.or MINOR-Notice to comply) <br /> Item # Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> Green tinted liquid was observed on the parking lot during this inspection, and facility failed to submit the required <br /> corrective action document for the same violation cited on the 10/16/2013 report for failing to prevent absorbent s aroun <br /> facility. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of <br /> hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately clear <br /> up the green liquid and manage according to Title 22 hazardous waste regulations, and submit the corrective action <br /> document for cleaning and managing of the waste observed on 10/16/2013. Submit a statement and supporting <br /> documentation and disposal records explaining how this waste was managed. This is a repeat violation, Class II. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br /> Accumulation start date of one full 55-gallon drum of waste oil was 9/23/2013, and hs therefore been on site longer than <br /> 180 days. Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of wast <br /> stored on site at any time may store waste on site up to 180 days. Immediately contact a licensed hazardous waste <br /> hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. This is a repeat violation, <br /> Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Accumulation start date of one 55-gallon drum of used oil filters was 3/17/2013, and has therefore been on site longer <br /> than one year. Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. <br /> Facilities that generate one ton or more of used oil filters may store the filters for up to 180 days. Immediately recycle <br /> these filters under a bill of lading and submit a copy of the bill of lading to the EHD. This is a repeat violation, Class II. <br /> 704 CCR 66273.33(b) Failed to properly manage universal waste lamps. <br /> Observed at least two fluorescent waste lamps in an open box and unmarked with no start date of accumulation on the <br /> second floor above the garage/work shop. Universal waste lamps shall be stored in a manner that prevents breakage a <br /> release to the environment. All broken universal waste lamps and releases shall be immediately cleaned and <br /> containerized. Immediately store all universal waste lamps in a manner that prevents breakage and release to the <br /> environment. This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 29, 20143. <br /> This is a Follow up Re inspection and a Complaint Inspection. The Complain ID Number is C00039035. Please <br /> be aware that inspection time is billable at current EHD hourly rate. <br /> Consent to perform the inspection, take photos and collect samples was given by Michael Preader, the business <br /> owner. <br /> Unable to verify Complaint allegation, which states fluid, oil stared all over and poured into the drain, and burned <br /> van stored with engine leaking oil on property.
