Harlan Rd., Lathrop Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Com I <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> Class II violations: (7, 20, 27, 85) <br /> 7. Three 5 gallon buckets and a 3 gallon bucket of unknown waste were observed behind the dumpster <br /> near the hazardous waste storage area. Two 30 gallon steel drums of unknown waste were observed <br /> between the aboveground diesel storage tanks. No hazardous waste determination has been made for <br /> these wastes. Any person who generates a waste shall determine if the waste is a hazardous waste. <br /> Immediately make a hazardous waste determination for the unknown wastes and manage them <br /> according the Title 22 hazardous waste regulations. Submit a statement and supporting documentation <br /> explaining how this waste was managed by March 12, 2011. <br /> 20. A 5 gallon steel bucket of diesel waste and a steel drum of used absorbent was observed unlabeled <br /> by the ASTs. Three 55 gallon black steel drums of`oily absorbent" were observed in the hazardous <br /> waste storage area without hazardous properties listed on the label (corrected on site). A 55 gallon blue <br /> drum of spent absorbent was observed in the hazardous waste storage area without a label. All <br /> hazardous waste containers shall be marked with the following information: <br /> 1. the words "Hazardous Waste' <br /> 2. name and address of generator <br /> 3. hazardous properties <br /> 4. physical state <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all <br /> the required information. <br /> REPEAT VIOLATION <br /> 27. A 5 gallon steel bucket of diesel waste and a steel drum of used absorbent was observed unlabeled <br /> by the ASTs. A 55 gallon blue drum of spent absorbent was observed in the hazardous waste storage <br /> area without a label. All hazardous waste containers shall be closed at all times except when adding or <br /> removing waste.
