Lab analyses revealed the samples exhibited a similar
chromatography pattern to each other and both samples closely resembled a motor oil
pattern.
Immediately, cease cleaning equipment over sanitary sewer and any other unauthorized
disposal point, cease disposing of used oil filters at unauthorized locations, and prevent
oil from entering unauthorized locations.
CLASS II Violations
Violation #10—Failed to determine if a waste is a hazardous waste.
• Facility employees admitted washing out pumps that previously contained oil into the
sanitary sewer.
• Oily substance found in drain in the boiler room in Plant 2.
Immediately, cease disposing of oily waste at unauthorized locations and repair leaking
equipment to prevent unauthorized disposal.
Violation #12—Facility not maintained to minimize the release of a hazardous waste.
• Used absorbent and oily pads (pigs) and rags were found throughout the facility. It is
apparent that oil leaks are common and machinery not maintained to prevent releases of
I, azardous waste.
By 7-1/-08, submit a written preventative maintenance plan outlining how the leaking
machinery will be cared for to prevent further contamination. In this plan please include
how the contaminated areas will be cleaned.
• Asphalt containment area "stored" hazardous waste for so long that the waste in the
containment area seeped through the concrete block.
Immediately hire a hazardous waste company to remove the waste in the containment
area.
