• 4101 N. HOLLY DRIVE, TRACY • <br />HAZARDOUS WASTE INSPECTION REPORT <br />• "Asphalt mixing" area upstairs revealed serious contamination of oily waste on most <br />surfaces. The asphalt mixing is so messy that cardboard is used to prevent the contents <br />from the mixing process from getting downstairs in the "asphalt cooling" tank area. <br />Immediately organize the upstairs asphalt mixing area to prevent further contamination <br />and properly dispose of contaminated surfaces that can not be cleaned. <br />Violation #13, 14, & 17—Internal communication or alarm system or other system to <br />immediately notify employees of an emergency and/or summon emergency assistance <br />was not available. <br />• It was very loud throughout the facility and all employees handling hazardous wastes do <br />not have a communication device available to them to summon emergency assistance. <br />Immediately, provide communication devices to all employees handling hazardous <br />materials/waste. <br />• If there is a release throughout the facility there is no communication device or alarm <br />immediately available to notify employees. <br />Immediately, implement a temporary alarm/notification system available to employees in <br />the event of a release until a permanent alarm/notification system can be installed. Have a <br />permanent solution to the alarm/notification violation corrected by 7/13/08. <br />Violation #15 --Spill control equipment, and/or decontamination equipment not provided. <br />• Eye washes were not available or not working adequately in areas where hazardous <br />wastes are being generated, handled, or stored. <br />Immediately, provide proper decontamination equipment in these areas. <br />Violation #19—Stored hazardous waste onsite longer than 90 days without a permit or <br />authorization. <br />Hazardous waste has been stored in the asphalt containment area for over 90 days. <br />Mr. Bullock stated he had a quote from a cleanup company from December or <br />January that would be good until June. <br />Immediately hire a hazardous waste company to remove the waste in the containment <br />area. <br />Violation #20 --Failed to properly label containers of hazardous waste. <br />Hazardous Waste Storage Area: <br />• Fifty-five gallon waste oil drums <br />• 55 -gallon drums storing oil rags or "pigs" <br />• absorbent drums <br />• pallets storing waste <br />Throughout Facility: <br />• Many 55 -gallon drums and smaller containers lacked proper labeling <br />All containers with hazardous waste must have a label with the following information: <br />• The words "Hazardous Waste' <br />• Name and address of the facility <br />• Content <br />• Accumulation start date <br />• Physical state <br />• Hazardous property <br />Immediately, properly label all containers storing hazardous waste. <br />
