1 l <br /> WASTE DISCHARGE REQUIREMENTS <br /> J. R- SHvIPLOT COMPANY <br /> LATHROP, SAN JOAQUIN COUNTY <br /> 25. Based on DWR information the 1000-year, 24-hour precipitation event.for the facility is estimated <br /> to be 4.1 inches. The 100-year, 24-hour precipitation event for the site is estimated to be 3.25 <br /> inches. The 100-year wet season is estimated to be 25.24 inches of rain. <br /> 26. Surface water drainage from the site is in the general direction of the San Joaquin River. <br /> 27. The beneficial uses of the San Joaquin River and the Delta are municipal, domestic, industrial and <br /> agricultural supply; recreation;navigation, aesthetic enjoyment; ground water recharge; and <br /> preservation and enhancement of fish, wildlife, and other aquatic resources. Additional beneficial <br /> uses of the San Joaquin River include municipal and industrial supply and hydroelectric power <br /> generation. <br /> 28. The site is not within a 100-year flood plain. <br /> DESIGN OF WASTE MANAGEMENT,UNITS <br /> 29. The Dischargers data demonstrated that the former asphalt-lined pond may not prevent the <br /> impairment of beneficial uses of ground water from the discharge of non-hazardous solid wastes to <br /> this WMU. Therefore, the asphalt-lined pond was lined with a double liner system consisting of a <br /> 40-mil PVC liner overlain by a 45-mil Hypalon liner and approved LCRS. <br /> 30. The two former single-lined ponds have been retrofitted with a new primary liner under a schedule <br /> approved by the Board. One of the ponds was retrofitted on schedule in 1995, with the other <br /> retrofit occurring in 1996. <br /> CERTIFICATION <br /> 31. A registered civil engineer or certified engineering geologist will certify that the newly lined ponds <br /> meet the construction or prescriptive standards and performance goals, including siting, design of <br /> liners, LCRS, Orecipitation and drainage controls, covers, caps, etc., and considerations of seismic <br /> and�flood safety of Title 27. <br /> `CEQA CONSIDERATIONS <br /> 32. The action to revise WDRs for this site is exempt from the provisions of the California <br /> Environmental Quality Act (Public Resources Code Section 21000, et seq.), in accordance with <br /> Title 14, CCR, Section 15302. <br /> OTHER CONSIDERATIONS <br /> 33. The Board adopted a Water Quality Control Plan, Third Addition, Sacramento River Basin and San <br /> Joaquin River Basin (Basin Plan), which contains water quality objectives for all waters in the <br />
