WASTE DISCHARGE REQUIREMENTS <br /> J. R. SWPLOT COMPANY <br /> LATHROP, SAN JOAQUIN COUNTY <br /> Basin. This Order implements the Basin Plan. Furthermore, this Order unplements the prescriptive <br /> standards and performance goals of Title 27. <br /> PROCEDURAL REQUIREMENTS <br /> 34. All local agencies with jurisdiction to regulate land use, solid waste disposal, air pollution, and to <br /> protect public health have approved the use of this site for the discharges of waste to land stated <br /> herein. <br /> 35. The Board has notified the Discharger and interested agencies and persons of its intention to revise <br /> the WDRs for this facility. <br /> 36. In a public hearing, the Board heard and considered all comments pertaining to this facility and <br /> discharge. <br /> IT IS HEREBY ORDERED that Order No.'96-221 is rescinded, and J. R Simplot Company, its agents, <br /> assigns, and successors, in order to meet the provisions contained in Division 7 of the California Water <br /> Code and regulations thereunder, shall comply with the following: <br /> A. DISCHARGE PROHIBITIONS <br /> 1. The discharge`of'hazardoils waste`at this site is prohibited. The discharge of'designated <br /> waste' except for liquid wastes discharged to Class H surface impoundments, is prohibited. <br /> For the purposes of this Order, the terms 'hazardous waste' and 'designated wastes' are as <br /> defined in Title 27. <br /> 2. The disposal of containerized liquids at this facility is prohibited. " <br /> 3. The discharge of solid or liquid waste or leachate to surface waters, surface water drainage <br /> courses, or ground water is prohibited. <br /> 4. The discharge of waste to ponded water from any source in the fertilizer process area except <br /> to the Class H surface impoundments is prohibited. <br /> 5. The discharge of wastes from the Class H surface impoundments is prohibited. <br /> 6. The discharge of waste within 100 feet of surface waters is prohibited. <br /> 7. The discharge of wastes that have the potential to reduce or impair the integrity of <br /> containment structures or which, if commingled with other waste in the unit, could produce <br />
