DISCHARGE SPECIFICATIONS <br /> GENERAL SPECIFICATIONS <br /> 1. Wastes shall only be discharged into, and shall be confined to, the WMUs specifically <br /> designed for their containment and treatment, as stated in Finding Nos. 10 through 13. An <br /> exception is the reclamation of water from the stormwater impoundment in accordance with <br /> Discharge Specifications 27 through 35. <br /> 2. A minimum separation of five(5) feet shall be maintained between wastes or leachates and the <br /> highest anticipated elevation of underlying ground water including the capillary fringe. <br /> 3. Within 90 days of adoption of these requirements all wells within 540 feet of the unit shall <br /> have sanitary seals which meet the requirements ofihe Saii'Joaquin County Health <br /> I3epartment or shall be properly abandoned. A record"of the sealing and/or abandonment of <br /> such wells shall be sent to the Board and to the State Department of Water Resources. <br /> 4. Neither the treatment nor the discharge shall cause a pollution or nuisance as defined by the <br /> California Water Code, Section 13050. <br /> 5. The disclfarge shall not cause degradation of any water supply. <br /> f <br /> GENERAL WMU CONSTRUCTION <br /> 6. Materials used to construct liners shall have appropriate physical and chemical properties to <br /> ensure containment of discharged wastes over the operating life, closure, and post-closure <br /> maintenance period of the WMUs. <br /> 7. Materials used to construct leachate collection and removal systems shall have appropriate <br /> physical and chemical properties to ensure the required transmission of leachate over the life <br /> of the WMUs and the post-closure maintenance period. <br /> 8. Leachate collection and removal systems shall be designed, constructed, and maintained to <br /> collect twice the anticipated daily volume of leachate generated by the WMU and to prevent <br />
