IJEEON
srutiniti.ic. Jason_M._Costello
HLUf f , N Hd_S/Regulatory Compliance Manager
April 29,2008 jg 0 5 2018 CAD982468183
ENVIRONMENT HL-ALTH
PERMITISE"MC"_-S
Attention: Mr. Ray Von Flue
San Joaquin County Environmental Health Department
600 East Main Street
Stockton,California 95202
RE: Site Specific TTU CUPA Notification Attachment B - "Certification specifying that local
agencies that have been notified of the operation."
Dear Mr. Von Flue:
DECON Environmental Services, Inc_ (DECON) intends to perform Temporary Treatment Unit (TTU)
operations for JR. Simplot(the Client) located at 16777 Howland Road, Lathrop, California. Specifically,
DECON would like to perform pH neutralization of approximately 480 cubic yards of sulfuric acid
contaminated pea gravel removed from the structural base of sulfuric acid tank located at our Client's site.
DECON would like to begin treatment operations immediately following the approval of the submitted
TTU Site Specific Notification(DTSC Form 1]97).
The following is a brief description of TTU operations to be performed by DECON at the project site:
RECON will use two guzzlers to remove the pea gravel from inside of the tank and transfer to the TTU
operations area. The TTU system shall consist of two 21'x8'x5' de-watering bins staged on two separate
50'xl2'xi' SpillguardrM nylon reinforced, polyurethane secondary containment systems each with the
capability to hold approximately 4,488 gallons. This more than exceeds 110% of the aggregate volume of
rinse water anticipated to pass through each de-watering bin at any given time (est. < 2,000 G).
Spillguard m secondary containment systems will be provided by Rain for Rent.
DECON will stage a 4,900 gallon double-contained poly tank adjacent to de-watering bins. This tank will
be used for making up a caustic aqueous wash solution. The drain port of the tank will be connected to the
inlets to the two de-watering bins using hoses with an in-line double diaphragm pump. DECON will also
connect air hoses from Simplot's Plant air to the two double diaphragm pumps and an air sparge mixer in
the tank(see attached TTU System Diag,-arn).
The 4,900 gallon secondary containment tank system provides for double containment of liquid material
with the primary tank completely enclosed in another tank exceeding 110% of the primary tank's holding
capacity. The tank system is constructed of high density, chemical resistant cross-linked polyethylene with
rain tight top. The 4,900 gallon double contained polyethylene tank system will be provided by Rain for
Rent.
DECON will batch treat 32 to 40 cubic yards of contaminated pea gravel at a time(16 to 20 cubic yards per
de-watering bin) under an approved TTU PBR notification (DTSC Form 1197). During batch treatment,
the pH of the rinse water will be field-tested using pH paper. When the pH is between 5 and 10 the rinse
water will be discharge from the de-watering bins.
23490 Connecticut Street, Hayward, California 94545—TEL: 510.732.6444 FAX: 510.782.8584
