Mr. John Yanak • -2 - •
12 October 2012
J.R.Simplot lined process water ponds are regulated by Waste Discharge Requirements {WDRs} Order
No. 97-229. The ponds are designed to handle the discharge with the current concentrations of salts in
the processed wastewater. The Central Valley Water Board staff believes that the quality of water that
is being proposed to be discharged into the pond will be at least similar or better that the processed
wastewater currently discharged to the pond. Therefore, the staff does not have objections on the
proposed work. However, if J.R.Simplot decides to implement a full-scale corrective action of
groundwater in the future that utilizes the pond, revised WDRs would be needed.
During the pilot study, J.R.Simplot also needs to control the pond capacity operationally, and maintain
the required free board as specified in the WDRs.
Prior to implementing the proposed work, please obtain all the necessary permits from local or State
agencies, as needed. Provide at least one-week notice of field activities to allow Central Valley Water
Board staff the opportunity to observe the work. By 28 February 2013, please submit the results of
pilot study in an assessment report. If you have questions or comments, please contact me at 916-
464-4658, or by e-mail at ssewalia@waterboards.ca.gov
Siddharth Sewalia
Water Resource Control Engineer
Private Sites Cleanup Unit
C: Mr. Tim Van Domelen, J.R.
