Hwy 99, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS 1, CLASS II, or MINOR -Notice to Comply) <br />404. A 55 gallon blue steel drum of used oil was observed in the hazardous waste storage area with <br />both bungs open. All hazardous waste containers shall be closed at all times except when adding or <br />removing waste. Immediately close these containers and ensure all hazardous waste containers are <br />closed when not adding or removing waste. <br />407. A 55 gallon blue steel drum which previously held used oil was observed in the hazardous waste <br />storage area without empty labeling. Containers larger than five gallons that previously held a <br />hazardous material shall be marked as empty with the date they were emptied and managed within one <br />year of being emptied. Immediately mark and manage all empty containers per this section. <br />605. A 55 gallon blue steel drum of used oil and a 5 gallon black bucket of used oil were observed in <br />the hazardous waste storage area without labeling. All hazardous waste containers shall be marked <br />with the following information: <br />1. the words "Hazardous Waste" 4. physical state (liquid, solid) <br />2. name and address of generator 5. composition (contents) <br />3. hazardous properties (flammable, corrosive, reactive, toxic) 6. accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all <br />the required information. <br />703. An emergency coordinator and modified contingency plan information is lacking. There must be <br />at least one emergency coordinator on site or on call to coordinate emergency response measures, and <br />the following information must be posted by a phone: the name and phone number of the emergency <br />coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br />phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an <br />emergency coordinator and post the required information by a phone. A form is provided that can be <br />used for this purpose. Submit proof of correction to the EHD by November 15, 2013. <br />703. At the time of inspection, it could not be demonstrated (not necessarily documented) that <br />employees who handle hazardous waste were properly trained. According to Mr. Bahr, the facility is not <br />conducting routine hazardous waste training. The generator must ensure that all employees who handle <br />hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. <br />Immediately provide training to all employees who handle hazardous waste and submit a copy of the <br />training records to the EHD by November 15, 2013. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector:terve <br />Stacy Rivera (209)468-3440 <br />I <br />TRIe: <br />
