A 55 gallon blue steel drum of used oil was observed in the hazardous waste storage area with both bungs open. All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. 407. A 55 gallon blue steel drum which previously held used oil was observed in the hazardous waste storage area without empty labeling. Containers larger than five gallons that previously held a hazardous material shall be marked as empty with the date they were emptied and managed within one year of being emptied. Immediately mark and manage all empty containers per this section. 605. A 55 gallon blue steel drum of used oil and a 5 gallon black bucket of used oil were observed in the hazardous waste storage area without labeling. All hazardous waste containers shall be marked with the following information: 1. the words "Hazardous Waste" 4. physical state (liquid, solid) 2. name and address of generator 5. composition (contents) 3. hazardous properties (flammable, corrosive, reactive, toxic) 6. accumulation start date Immediately label these containers and ensure that all hazardous waste containers are marked with all the required information. 703. An emergency coordinator and modified contingency plan information is lacking. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A form is provided that can be used for this purpose. Submit proof of correction to the EHD by November 15, 2013. 703. At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle hazardous waste were properly trained. According to Mr. Bahr, the facility is not conducting routine hazardous waste training. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Immediately provide training to all employees who handle hazardous waste and submit a copy of the training records to the EHD by November 15, 2013. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
