Acampo, Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS 1,CLASS 11,or MINOR-Notice to Com <br /> #50 Four 55 gallon drums and a 30 gallon drum of used oil were not marked with an accumulation start <br /> date. It cannot be determined how long this HW has been on site. Small HW generators must dispose of <br /> HW within 180 days of the accumulation start date. Correct immediately by having a registered HW <br /> hauler dispose of this used oil under manifest once your active EPA ID# is obtained. Submit a copy of <br /> the manifest to this office by 9-23-10. As a small HW generator begin the practice of disposing of your <br /> HW within 180 days of the accumulation start date. <br /> #52 This facility does not have a modified emergency contingency plan. Small generators of HW must <br /> have a modified emergency contingency plan. Dan Mills corrected this during the inspection by <br /> completing and posting next to the phone the provided modified emergency contingency plan form. <br /> #79 A broken universal waste(UW) fluorescent lamp was left in an open container. A UW handler shall <br /> immediately clean up and place in a container any lamp that is broken and shall place in a container any <br /> lamp that shows evidence of leakage or damage that could cause the release of mercury or other <br /> hazardous constituents to the environment. Containers shall be closed, structurally sound, compatible <br /> with the contents of the lamps and shall lack evidence of leakage, spillage, or damage that could cause <br /> leakage or releases of mercury or other hazardous constituents to the environment under reasonably <br /> foreseeable conditions. Correct immediately by placing the broken UW fluorescent lamp in a compatible <br /> closed container. Ensure that all UW lamps are containerized per CCR Title 22 HW regulations. <br /> #83 The broken UW lamp and a pallet of UW electronic waste was not labeled. A UW handler shall <br /> label or mark UW to identify the type of UW. Correct immediately by labeling containers of UW lamps as <br /> "Universal Waste-Lamp(s)" and UW electronics as "Universal Waste-Electronic Device(s)". <br /> #84 The broken UW lamp and pallet of UW electronic devices did not have documentation as to how <br /> long they have been a waste. A UW handler shall be able to demonstrate the length of time that the UW <br /> has been accumulated from the date it became a waste or was received. The UW handler may make <br /> this demonstration by:(1) placing the UW in a container and marking or labeling the container with the <br /> earliest date that any UW in the container became a waste or was received; (2) marking or labeling the <br /> individual item of UW with the date it became a waste or was received; (3) maintaining an inventory <br /> system on site that identifies date the UW being accumulated became a waste or was received.
