Environmental Health InspeZtiorRECEIVED <br />Premier Finishing - June 16, 2014 AUG 0 5 2014 <br />• Inspector: Raymond Von Flue, (Lead Sr. REHS) <br />Program: 2220 - SM HW Gen < 5 Tons per year <br />Violations, Corrections, and Work in Process ENVIRONMENTAL HEALTH <br />DEPARTMENT <br />• <br />102 CCR 66262.11, 66262.40(c) Class II Failed to Determine if a waste is a hazardous <br />waste or retained waste analysis on site for 3 <br />Failed to determine if a waste is a hazardous waste or retained waste analysis on site for 3 years. Several flammable <br />paint containers were found in the solid waste dumpster on site. The facility adds a hardener to paint waste and then <br />disposes of the solid paint in the trash. Several plastic bags were found which contained liquid and semi-solid paint <br />waste. Samples were taken of this waste stream to determine if it is a hazardous waste. Any person who generates a <br />waste shall determine if the waste is a hazardous waste. Immediately cease hardening paint waste and disposing of it <br />in the solid waste dumpster, make a hazardous waste determination for the hardened paint waste and manage it <br />according the Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining <br />how this waste will be managed. <br />Waste solvent soaked rags were observed to be disposed of in trash containers throughout the facility. The waste <br />solvent soaked rags were transferred to a small metal container. Several metal containers of waste solvent soaked <br />rags were observed throughout the facility. According to the project manager, David Dixon this facility does not <br />utilize a laundry service for these waste solvent soaked rags. A hazardous waste container was not observed to be on <br />site for collecting the contents of the small metal containers. Any person who generates a waste shall determine if <br />the waste is a hazardous waste. Immediately cease disposing of the waste solvent soaked rags in the solid waste <br />containers on site, make a hazardous waste determination for the waste solvent soaked rags and manage them <br />according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation for compliance <br />with this requirement will be achieved. <br />1. See attached documentation. <br />202 HSC 25189.5(a) Class 1 Disposed or caused disposal of HW at an <br />unauthorized point. <br />Disposed or caused disposal of HW at an unauthorized point. Samples were taken of paint waste that was <br />disposed of in the solid waste dumpster. Analytical test results indicated that the paint waste is a <br />hazardous waste. Hazardous wastes shall be disposed of only by transportation to a permitted hazardous <br />waste treatment, storage, and disposal facility (TSDF). Immediately cease disposal of hazardous waste to <br />the solid waste dumpster and ensure that all future waste is hauled by a licensed hazardous waste <br />transporter to a permitted TSDF.
