1]
r 1
u
Environmental Health Inspection
Program 2220, SM HW GEN <5 Tons/YR
• Premier Finishing
Violations, Corrections, & WIP
204 HSC 25201(a) Class 1 Failed to obtain a permit to treat hazardous
waste.
Failed to obtain a permit to treat hazardous waste. Flammable paint waste is being treated by adding a
hardener without a permit to treat hazardous waste. Flammable paint waste is not an eligible hazardous
waste that can be treated under a tiered permit. A permit to treat the flammable paint waste must be
obtained from the California Department of Toxic Substances Control (DTSC) in order to continue this
process. Immediately cease treating the flammable paint waste until an approved permit to treat
hazardous waste is issued by the DTSC. Provide a statement explaining how this violation will be
corrected and how the flammable paint waste will be managed in the interim. This is a Class I violation.
Premier certainly understands that this observation, or interpretation can and should raise alarm. And, we
sincerely regret the misunderstanding. None -the -less it is a misunderstanding; please see detailed
explanation that follows. Premier Finishing does not treat hazardous waste.
a. Premier Finishing Correction, Process Improvement, and or Explanation (204): Please see
following page which we have documented via Judicial Council of California form MC -030
(unsubmitted) to validate our sincerity.
RECEIVE
AUG 0 5 2014
30NMENTAL HEALTH
DEPARTMENT
