California Occupational Safety and Health Administration because of <br /> possible worker exposure. <br /> RECOMMENDATIONS <br /> 1. The Kearney-KPF site, San Joaquin County, California, has been evaluated <br /> by ATSDR's Health Activities Recommendation Panel (HARP) for appropriate <br /> followup with respect to health activities. Although there are <br /> indications that human exposure to on- or off-site contaminants may be <br /> occurring or may have occurred in the past, this site is not being <br /> considered for follow-up health studies at this time because there is no <br /> identified, non-worker population that is exposed at levels of public <br /> health concern. However, if data become available suggesting that human <br /> exposure to hazardous substances at levels of public health concern is <br /> occurring, or has occurred in the past, ATSDR will reevaluate the site for <br /> any indicated followup. Because of possible worker exposure to <br /> VOC-contaminated groundwater and heavy metal-contaminated fugitive dusts, <br /> this site should be referred to the California Occupational Health and <br /> Safety Administration for possible followup. <br /> 2. All on-site workers should follow all applicable Occupational Safety and <br /> Health Administration (OSHA) regulations and National Institute of <br /> Occupational Safety and Health (NIOSH) guidelines to avoid significant <br /> exposure to on-site soil contaminants. <br /> 3. Continue to limit access to the site to authorized individuals only to <br /> prevent ingestion, dermal, or inhalation exposure to the appreciable <br /> concentrations of heavy metals in on-site surface soils (sludge) . <br /> 4. Perform on-site ambient air monitoring for particulates to determine if <br /> contaminated surface soils (sludge) are generating appreciable <br /> concentrations of heavy metal-laden fugitive dusts. Additional on-site, <br /> surface-soil monitoring is also needed to determine if contaminated <br /> fugitive dusts have been transported from the pond or other possible areas <br /> of surface-soil contamination (i.e. , drum storage and solvent disposal <br /> areas) to other on-site areas via air. If it is determined that <br /> appreciable concentrations of contaminated fugitive dusts are being or <br /> have been transported via air, appropriate off-site ambient air and <br /> surface soil monitoring should be performed that considers potential <br /> exposure to nearby sensitive subpopulations (i.e. , children) . <br /> 5. Perform additional monitoring of water from several domestic wells that <br /> were not sampled during the 1987 RWCQB investigation. Furthermore, water <br /> from private and municipal wells, and blended water, if applicable, that <br /> was sampled during this investigation, should be monitored on a regular <br /> basis. That monitoring should include analyses for VOCs and heavy metals. <br /> Those data are needed to determine if human exposure to site contaminants <br /> is occurring via ingestion of contaminated groundwater and to determine if <br /> the potential exists for bicaccumulation in crops and livestock as a <br /> result of watering animals with contaminated groundwater. <br /> 11 <br />
