Box 2009 <br /> Stockton, CA 95201 <br /> Re: Abandonment of Production Well DPW, <br /> Kearney-KPF Site Stockton, California <br /> Dear Ms. Ratliffe: <br /> Hargis + Associates, Inc. proposed to abandon production wells SPW and <br /> DPW at the Kearney-KPF site using a one-stage abandonment procedure outlined <br /> in a letter to Ms. Camilla Williams of the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) , dated January 29, 1990. In a meeting on <br /> March 20, 1990, it was agreed upon by Mr. D. O'Neal , California Department <br /> of Health Services (DHS) , Ms. S. Timm, DHS, Ms. C. Williams, CVRWQCB and <br /> Hargis + Associates, Inc. , to postpone abandonment of shallow production <br /> well SPW and to abandon deep production well DPW using a two-stage <br /> abandonment procedure. Shallow production well SPW may be used as part of <br /> ongoing groundwater assessment and remediation at the facility. In general , <br /> the two stage abandonment procedure consists of installing a cement plug in <br /> the perforated interval of the well a minimum of 12 hours prior to filling <br /> the well with neat cement and perforating with the wireline perforator. <br /> 1 . The perforated interval of the well will be plugged with a cement plug. <br /> A cement bentonite slurry consisting of 2 to 4 percent bentonite by <br /> volume will be pumped into the well . Sufficient slurry will be mixed <br /> and circulated to offset any losses through the perforations. <br /> Displaced water will be collected by vacuum truck and placed in the on- <br /> site Baker tanks. The cement will be allowed to cure for a minimum of <br /> 12 hours. <br /> 2. Abandonment will proceed as follows. Drill rods will be run into DPW <br /> to within 5 feet of the top of the cement plug. Halliburton Light <br /> cement will be pumped into the well through the drill rods until <br /> returns are observed at the surface. Sufficient cement will be mixed <br /> to fill the casing. Displaced water will be collected by vacuum truck <br /> and placed in on-site Baker tanks. An oil field style wire line <br /> perforator will then be lowered into the well .
