Inspection Report : Facility Name <br /> Pilkington North America, Inc. <br /> VI. VIOLATIONS: <br /> Class I Violations <br /> 1. On December 14, 2010, Pilkington North America (PNA) violated Health and Safety Code <br /> section 25201(a) and Cal. Code Reg., tit.22 section 66262.34(a), in that PNA engaged in <br /> onsite storage for more than 90 days without a permit or grant of authorization for (1) the <br /> storage of eight 55-gallon empty drums for more the year, (2) stored a-waste for more than <br /> one year, (3) one 55-gallons drum of waste oil/absorbents situated in the basement, (4) one <br /> container of hazardous waste in the warehouse, (5) and three 55-gallon drums of waste oil. <br /> Corrective Action: Within 30 days of December 14, 2010, PNA must appropriately ship off <br /> the hazardous waste situated in the hazardous waste storage area and provide a copy of the <br /> manifest to DTSC. <br /> Response: On January 11, 2011, PNA submitted information showing that the hazardous <br /> waste drums had been removed. <br /> 2. On December 14, 2010, PNA violated Cal. Code Regs., tit. 22, § 66265.31, in that the <br /> facility failed to clean up acid spills on the floor in the Battery Recharging area, oily spills in the <br /> bath basement area, and a leaking compressor in the boiler room. <br /> Corrective Action: Within 30 days of December 14, 2010, PNA shall clean above mentioned <br /> areas; provide training to plant operators', and submit photographic evidence to DTSC. PNA <br /> shall also submit to DTSC a plan to prevent reoccurrence that describes in detail the corrective <br /> actions taken to prevent reoccurrence of this violation in future. <br /> _Response: On January 11, 2011, PNA submitted information showing that the areas had been <br /> cleaned. <br /> Class II Violations <br /> 1. On December 14, 2010, PNA, violated Cal. Code Regs., tit. 22, § 66265.31, in that the <br /> facility failed to properly label the one roll off bin, one 55-gallons drum of used oil had empty <br /> label but had used oil in it, paint puncturing device in the hazardous waste storage area, two <br /> 55-gallons drums that had empty labels but had material in it near oil-water separation area, <br /> three 55-gallon drums and two containers of unknown material in the boiler room , and one 55- <br /> gallons drum of unknown material without any label in it in the hazardous waste storage area <br /> Corrective Action: Within 30 days of December 14, 2010, PNA shall, submit evidence to <br /> DTSC that those containers have been properly labeled. <br /> Response: On January 11 , 2011 PNA submitted information showing that the containers were <br /> labeled correctly. <br /> 2. On December 14, 2010, PNA, violated Cal. Code Regs., tit. 22, § 66265.173 (a), in that PNA <br /> failed to keep containers of hazardous waste closed except when adding or removing <br /> hazardous waste. <br /> 68 of 73 <br />
