System Deficiencies: <br /> ' 1. The tank overfill alarm cannot be used as a level gauge. The operator needs <br /> ' to visually measure the remaining tank volume before beginning the used oil <br /> transfer and only make the transfer if there is sufficient volume in the tank to <br /> receive the oil without exceeding ninety percent of the tank's capacity. <br /> ' A sign should be posted at each transfer station instructing the operator to check <br /> the tank for sufficient volume before making the transfer. <br /> ' 2. The used oil transfer line penetrates the wall from the garage to the used oil <br /> storage tank. A plastic or rubber liner should be inserted under the section of the <br /> pipe which is in the wall so that any failure of the pipe in this section will drain into <br /> the garage or the tank storage room. <br /> 3. The alarm and sensors should be tested for proper operation and location by a <br /> third party inspector. <br /> ' The above discrepant items have been complied with as of 8/19/09 <br /> Item 2 after consultation with the Tracy Building Department and the Tracy Fire <br /> ' department, shall be considered moot. The building code requires the fire stop be <br /> left in place. The fire stop will provide the secondary containment for the primary <br /> pipe.
