The contingency plan for this facility did not include a list of emergency equipment with locations; a <br /> blank emergency equipment list was provided in the plan, but was not filled in by the facility. The <br /> contingency plan did not include the facility personnel response to a spill, fire, or explosion; the plan <br /> includes a section for Emergency Coordinator response to large spills, fires, and explosions, but not a <br /> routine response for shop employees. A contingency plan shall include all of the following: <br /> -actions facility personnel shall take in response to fires, explosions, and unplanned release to air, <br /> soil, or surface water <br /> -arrangements agreed to by local police departments, fire departments, hospitals, contractors, and <br /> state & local emergency response teams <br /> -names, addresses & phone numbers (office & home) of the Emergency Coordinator <br /> -list of all emergency equipment at the facility (fire, spill, communications/alarms, decon), including <br /> location, physical description, and a brief outline of its capabilities <br /> -evacuation plan, including routes and signals to be used <br /> -telephone number of Cal EMA <br /> This information must be kept current at all times.
