Shell Oil Products US <br />Stockton Terminal <br />3515 Navy Dr. <br />Stockton, CA 95203 <br />June 29, 2006 <br />ID -1 r <br />VIA AIRBORNE EXPRESS li ( L <br />Mr. MuniappaNaidu JUL0 7 2G06 <br />San Joaquin County En1WC}NMENT HEALTH <br />Environmental Health Department PEWIT,/SERVECES <br />304 East Weber Ave., 3rd Floor <br />Stockton, California 95202-2705 <br />Subject: Follow-up to the Hazardous Waste Generator Program Inspection <br />Shell Oil Products US Stockton Terminal, 3515 Navy Drive, Stockton, CA <br />Dear Mr. Naidu : <br />Enclosed is the statement of actions, requested supporting documentation, and the Return to <br />Compliance Certification form (Attachment A) in response to the potential deficiencies noted <br />during your inspection on June 23, 2006 at the subject facility. <br />During your inspection you noted that no analytical results were available for two waste streams: <br />1) "Debris with gasoline" and 2) "Absorbents with Red Dye", characterized as, non -hazardous <br />and subsequently transported from Shell's Stockton Terminal on March 21, 2005. <br />1) Debris with gasoline <br />The material described as, "Debris with gasoline" was sampled and characterized as non- <br />hazardous based on analytical results enclosed in Attachment B. Prior to 2006, Shell maintained <br />all analytical results on waste streams in its Houston office. During 2006, this procedure was <br />changed and analytical results are forwarded to the generating facilities to be filed with their <br />records. <br />2) Absorbents with Red Dye <br />The material described as, "Absorbents with Red Dye" was actually clean, laundered, reusable <br />absorbent pads. A brief history regarding the use of these reusable pads is as follows. The red <br />dye soiled reusable absorbent pads were originally generated in 2001. In accordance with <br />California Health and Safety Code, Section 25144.6 (Attached), these used absorbent pads were <br />considered reusable soiled textile materials soiled during industrial use and were transported to <br />M L. Winters Co. LLC on January 23, 2002 to be laundered and returned for possible re -use (see <br />Attachment Q. M.L. Winters Co. LLC is an industrial laundry facility located in Pico Rivera, <br />CA. The clean laundered absorbent pads were subsequently returned to the Stockton Terminal <br />by M.L. Winters Co. for storage and potential reuse. <br />
