San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209) 468-3420 ;ax: (^<09)468-3433 Web:mivvv.siaov.oro/ehd
Small Quantity Hazardous Waste Generator inspection Report
Facility Name: Facili`e`y Add,&ss: I^='a:
Regional Transportation Center ( 2849 E Myrtle St Stockton !September 07 2016
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
item # Remarks
406 CCR 66261.7 Contaminated container net marked with date emetied or managed within one year of being emptied.
Five 55 gallon empty drums were seen at time of inspection with hazardous waste labels on them. Containers larger
than five gallons that previously held a hazardous material shall be marked with the date they were emptied and
managed within one year of being emptied. Immediately mark and manage all empty containers per this section.
This is a Class II violation.
601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days.
Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored
on site at any time may store waste on site up to 180 days. One 5 gallon bucket of waste oil from the parts washer
was open, and did not have a hazardous waste label with a start date. Since it cannot be determined how long the
hazardous waste has been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste
under manifest. Submit a copy of the manifest to the EHD within 30 days.
This is a Class II violation.
--- --- -------------
605 CCR 66262.34(hi/ Failed to completely label containers or tanks of hazardous waste.
At the time of inspection:
One 5 gallon bucket of waste oil from the parts washer did not have a hazardous waste label.
Four 55 gallon drums of pit sludge did not have a hazardous property marked and also were labelled both hazardous
and non-hazardous.
All containers of hazardous waste must have at a minimum the following information:
-Words"Hazardous Waste"
-Composition (contents)
-Generator name and address
-Physical state
-Hazardous Property
-Start accumulation date
Immediately properly label these containers and all other containers of hazardous waste.
This is a Class II violation.
Overall Inspection Comments:
Notes: Based on hazardous waste disposal records on site this facility generated 12.67 tons of hazardous waste
between October 2015-September 2016. They have not be in operation for one full calendar year yet. The facility
permit will change from generator less than 5 Tons of hazardous waste per year to generating between 5-25 Tons
peryear.
If hazardous waste generation remains consistent or increases the facility may become a generator of more than
1000kg/month which would result in more stringent management standards including hazardous waste tank
assessments, shorter storage time, more thorough training requirements, full written contingency plan, amongst
others. Please contact your inspector for more information.
