There must be at least one emergency coordinator on site or on call to <br /> coordinate emergency response measures, and the following information must be posted by a phone: the name and <br /> phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, <br /> fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint <br /> an emergency coordinator and post the required information by a phone. A form is provided that can be used for <br /> this purpose. <br /> This is a Class II violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle <br /> hazardous waste were properly trained. The profile (profile#1275057)from clean harbors for the pit sludge says on <br /> the first page it is non-hazardous. On the last page it says the waste is Non-RCRA hazardous waste. Four 55 gallon <br /> drums of the pit sludge was seen at the time of inspection. The drums were labelled with a hazardous waste label as <br /> well as"pit sludge non haz". When Douglas was asked if the waste was considered hazardous on non hazardous he <br /> could not provide an answer. The generator must ensure that all employees who handle hazardous waste are <br /> thoroughly familiar with proper waste handling and emergency procedures. Provide proof of training to the EHD for <br /> employees whose responsibilities include hazardous waste. <br /> This is a Class II violation. <br /> 109 CCR 66262.23(a)(4) Failed to send generator manifest copies to DTSC within 30 days. <br /> Generator copies of manifest numbers are not being sent to the DTSC within 30 days of shipment of hazardous <br /> waste. The generator manifest copy shall be submitted to DTSC for every shipment on a manifest when California is <br /> either the generator state or the destination or consignment state. The generator manifest copy shall be mailed to: <br /> DTSC Generator Manifests <br /> P.O. Box 400 <br /> Sacramento, CA 95812-0400 <br /> Immediately begin the practice of mailing generator copies of the manifest to the DTSC within 30 days of shipment of <br /> the hazardous waste. <br /> This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> One 5 gallon bucket of waste oil draining from the parts washer was seen open at the time of inspection. All <br /> hazardous waste containers shall be closed at all times except when adding or removing waste.
