Mr. Ross Atkinson
Page 4 of 4
PROPOSED UTILIZATION OF BROKEN TILE MATERIAL
FTG Construction Materials intends to utilize the broken tile material as roadbase aggregate for
multiple construction projects. The material will only be used on projects where asphalt or
concrete will permanently overlie the tile aggregrate, thereby preventing leaching of the
constituents of concern. The material will not be used for any project where the material could
come into contact with a body of surface water (such as on a levee). For each project, records will
be maintained documenting the date and location of placement, volume of material, transporter,
paving type, general contractor, grading contractor and any other information deemed necessary by
RWQCB. Assurance that the material is used at the desired location will be controlled by selling
the material FOB destination. Specific provisions governing the use of the material will be
specified in Waste Discharge Requirements, to be issued by RWQCB. A Report of Waste
Discharge is in preparation and will be submitted to your office within the next 90 days.
If you have any questions or comments please contact the undersigned at your convenience.
Respectfully, xr ACED GFQ
Ground Zero Analysis, Inc.
GREGORY P.
* STAHL
Gregory P.
